Modify Election should permit date changes

Description

Attempts to modify an election to correct erroneous dates set when the IRV election was initially configured fail with a red error message advising me to add a candidate. But I was unable to recreate the error. The Modify IRV election function ought to permit adjusting the dates as well as adding new candidates.
