Clarify User Interface on cron closing of IRV election

Description

The application's current behavior provides that when the cron job runs to close voting on an IRV election or proposal, the proposal cycles off of the voting que and into a status where neither the result nor the election itself are linked from the index page. Once the election is "closed" by the election administrator, the election again becomes visible through the web user interface.

The new feature would immediately cycle the election to the results table in the user interface, and temporarily link, not to the results, but to a page of user documentation which explains the process of closing an election to anyone who goes looking for the results on the close of voting.

That temporary link would then be replaced with a link to the results once the administrator closes the election.
