I imagine this application can be refactored to support not only a committee and its decision-making, but also the decision-making of its sub-committees. This would require at least that voting privileges be extended to subcommittee members with respect to proposals before a subcommittee; that proposals be assigned to a subcommittee; that summary pages be available for each subcommittee and that the database be refactored to acocunt for this extra layer of complexity.
