Limit use of application to appropriate hours for timezone.

Description

Prevent the application from being used at inappropriate hours. Now requires hard coded limits in confi form. Long term, I'd like for this to be computed based on timezone field of a household (for a cross country list) or by a list specific timezone setting instead.
