Application Miscalculates Quorum for BRPP Cmte, counting states, not members

The Committee on Bylaws, Rules, Policies and Procedures has a rule which counts toward quorum on decisions each member of the Committee, not the states they represent. The code of the Vote Application makes no allowance for this and consequently reports a result of proposals failing for want of a quorum, when in actuality they have passed under the rules of the Committee.

The brpp/vote/admindel page ought to account for various committee rules for the computation of quorum. That data ought to also be used in the computation of quorum when computing the result of a proposal or election (as reflected on the brpp/vote/propresult and brpp/vote/index pages) and in the proposals.result field in the database.

It continues to count active states after delegates from that state have left committee.
